TNSSA Legislative Update: HB 0980 and SB 1147
SUCCESS & YOU DID IT !! I’m excited to let you know that HB 0980 passed on the House floor 95-0 last week! This wouldn’t have happened without your participation – thank you for making calls and sending emails. Our final bill has gone to the Governor for signature. Since we’ve passed each subcommittee and committee hearing as well as both the Senate and House floor votes without any opposition, we don’t anticipate a problem with the Governor signing this legislation. The effective date of our legislation was changed from October 1, 2013 to July 1, 2013. THANK YOU!
TN Property Liens:
As you know, under our lien law, a lien attaches when personal property is placed in the leased space. Two bills were introduced in the TN legislature this year that would have affected our property liens if they were greater than $10,000. Fortunately, Nathan Ridley, TNSSA’s lobbyist extraordinaire, assisted us, and neither bill progressed out of committee. We appreciate his efforts on our behalf.
Sales Tax – an ongoing threat:
Bills to impose a sales tax on self-storage leases are still being introduced in various states. Louisiana had a 4% sales tax bill proposed this year. Kudos to the Louisiana Self Storage Association for promptly opposing that legislation and seeing it withdrawn.
Request:
We MUST be continually vigilant to protect our businesses from unwanted, harmful legislation. It’s imperative that we have our member’s financial support so we can keep our lobbyist on retainer and available to assist us when needed. When you renew your dues, please consider adding a donation earmarked for legislative efforts. If you’ve already renewed, you can still donate – just go to the TNSSA website.

SB 1147 has been referred to the Senate Commerce & Labor Committee. HB 980 will likely be referred to the House In-surance and Banking Commit-tee and will probably also have to go through the Insurance and Banking Subcommittee.
We only have the 2013 legisla-tive session (which may end as early as May) to get this done! So, please watch for future emails requesting your assis-tance by phoning and/or email-ing members of these commit-tees as our bills go through the legislative process. Thanks!
